SUMMARY AS INTRODUCED:

Study; compliance with No Child Left Behind Act. Requests the Joint Legislative Audit and Review Commission to study the fiscal implications of the Commonwealth's compliance with the federal No Child Left Behind (NCLB) Act. In conducting its study, the Joint Legislative Audit and Review Commission shall examine (i) the additional initiatives Virginia must enact to comply with NCLB, and the estimated associated costs, specifically, the potential costs imposed by additional assessments, training and employment of highly qualified teachers and instructional paraprofessionals, and enhanced data collection and reporting systems; (ii) the levels of federal funding the Commonwealth currently receives to support public education initiatives; (iii) the fiscal and policy implications of noncompliance with the Act; and (iv) such other issues as it deems appropriate.
