SUMMARY AS INTRODUCED:

Study; capacity to meet educational standards; report.  Directs the Joint Legislative Audit and Review Commission (JLARC) to examine the capacity of the Commonwealth's public education system to meet the standards and requirements of the Standards of Quality, the Standards of Learning, the Standards of Accreditation, and the federal No Child Left Behind Act (NCLB).

In conducting its study, JLARC shall, among other things, (i) examine the potential costs imposed by federal requirements for additional assessments, training and employment of highly qualified teachers and instructional paraprofessionals, and enhanced data collection and reporting systems; (ii) identify current federal, state, and local funding levels and the fiscal and personnel resources, programs, and conditions sufficient to enable each school and each student, including at-risk students, to meet the Standards of Quality, the Standards of Learning, the Standards of Accreditation, and NCLB; (iii) determine what additional funding and programmatic changes, if any, are required to build and maintain these resources, programs, and conditions; (iv) make recommendations regarding the effective application of existing resources; and (v) explore such other issues as it deems appropriate.
