SUMMARY AS PASSED HOUSE:
Charter; City of Richmond. Grants the mayor new powers, including veto authority over certain budget and fiscal measures and the ability to participate in the appointment of, assignment or use of, and removal of department heads. Other amendments will change the title of the vice mayor to president of the council; grant the mayor additional appointment powers; give the mayor and council greater control over the school budget; and make other technical changes.
SUMMARY AS INTRODUCED:
Charter; City of Richmond. Grants the mayor new powers, including veto authority over certain budget and fiscal measures and the ability to participate in the appointment of, assignment or use of, and removal of department heads. Other amendments will change the title of the vice mayor to president of the council; allow the chief administrative officer, rather than the council, to appoint the city attorney; give the mayor and council greater control over the school budget; allow members of the board of zoning appeals to be compensated; and make other technical changes.
