SUMMARY AS INTRODUCED:
Operation of motor vehicles by persons unable to establish legal presence; Certificate for Driving; penalty. Allows persons unable to establish legal presence in the United States who would be otherwise eligible for a Virginia driver's license to obtain a Certificate for Driving (Certificate) to be used for driving purposes only. The Certificate would not be lawful as a proof of identification or legal presence. Any persons found guilty of using the Certificate for such purposes would be guilty of a Class 2 misdemeanor.
