SUMMARY AS INTRODUCED:

Charter; City of Winchester. Makes several changes to the election and composition of city council, including reducing the size of the council from 13 to nine members and changing the time of election from May to November. Other changes will alter the budget cycle and clarify the instances and manner in which council members may contract with the city for purchases.
