SUMMARY AS PASSED: (all summaries)

The bill provides if the lowest bidder is a resident of another state with an absolute preference, that bid shall not be considered. Currently, a preference for Virginia resident may be given.  The bill further requires the Department of General Services to post and maintain certain information on the agency's website regarding preferences provided by other states.
