SUMMARY AS PASSED HOUSE: (all summaries)
Elections; voter registration; political party affiliation. Adds party affiliation to the information that an applicant is asked to provide when registering to vote. The applicant may indicate that he is an independent. Voters registered prior to July 1, 2006, will be designated as independent unless they provide a political party designation in writing to the general registrar. Voters may change their party affiliation or independent status by written notice at any time except during the 28 days before an election when the registration records are closed. The bill does not change Virginia's present primary laws, and all registered voters remain eligible to participate in the primaries of any political party. The State Board of Elections is authorized to collect party preference information from voters at 2005 elections to be incorporated into the revised Virginia Voter Registration System once it becomes operational.
