SUMMARY AS INTRODUCED:

Water and sewer charges.  Provides that the owner of rental property shall be liable for delinquent fees or charges only if a locality or authority has advised the owner of such real estate at the time of initiating service to a lessee or tenant of such real estate that the owner will be liable for the delinquent fees or charges.
