SENATE JOINT RESOLUTION NO. 389 Offered January 12, 2005 Prefiled January 12, 2005 Celebrating the life of Coy Randolph Fowler. ---------- Patron-- Reynolds ----------

WHEREAS, Coy Randolph Fowler of Galax, former Carroll County supervisor from 2000 to 2004, died on May 31, 2004; and

WHEREAS, Coy Fowler established a reputation on the Board of Supervisors for his fiscal conservatism and strong principles, his dislike of waste, and his close attention to safeguarding the County budget; and

WHEREAS, a retired long-distance truck driver for American Mirror Company in Galax, Coy Fowler was committed to the Pipers Gap community, and felt he was called especially to represent his neighbors, the workaday constituents he talked with every day on the street; and

WHEREAS, some of the numerous initiatives that were implemented during Coy Fowler's term in office were replacement of the burnt-out cannery and a much needed trash site in Cana, two new fire substations in Laurel and Dugspur, a new fire station and fire trucks in Laurel Fork, and a new crash truck for the Cana Rescue Squad; and

WHEREAS, Coy Fowler also served as the secretary/treasurer of the Twin County E-911 Commission, a member of the Mount Rogers transportation committee, a director of the board of Rooftop, and chairman of the Carroll County Public Service Authority; and

WHEREAS, throughout a life of notable achievement, Coy Fowler remained true to his principles and served his family and his fellow citizens with uncommon dedication and commitment; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the passing of an exceptional Virginian, Coy Randolph Fowler; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Coy Randolph Fowler as an expression of the respect in which his memory is held by the members of the General Assembly.
