Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 23-7.1:03 as follows:

§ 23-7.1:03. Hiring and admission of veterans and members of armed forces.

Public institutions of higher education shall include veterans of the Armed Forces of the United States who were honorably discharged or who are currently members in good standing in the active or inactive Reserves or National Guard of the United States Armed Forces as a duly recognized group in any affirmative action plan for (i) hiring as faculty or nonfaculty or (ii) admission as students.

The institutions shall report to the State Council no later than October 1 of each year the number of such veterans and current active or inactive duty members in the following categories:

1.  Faculty, both tenured and nontenured, and nonfaculty who are currently employed and have been employed for over 12 months;

2.  Faculty, both tenured and nontenured, and nonfaculty hired within the previous 12 months;  

3.  Students who are currently enrolled; and

4.  Students who were admitted in the previous 12 months.
