Be it enacted by the General Assembly of Virginia:

1.  § 1.  That, notwithstanding any provision of law to the contrary, the governing body of each public institution of higher education shall reduce the tuition and mandatory educational and general fees in effect on June 30, 2005, for in-state undergraduate students by 20 percent for the year beginning July 1, 2005, and ending June 30, 2006. Following such reduction, the Governor shall include, in each budget submitted to the General Assembly pursuant to § 2.2-1509, sufficient funds to reimburse each public institution of higher education for such tuition and mandatory fees reduced pursuant to this section.
