2005 SESSION
WHEREAS, Patricia L. Smith, executive director of OAR (Offender Aid and Restoration)/Jefferson Area Community Corrections, played a vital role in Central Virginia by assisting individuals who are arrested, imprisoned, or released from incarceration to gain and retain self-respecting, self-sustaining, and crime-free lifestyles; and
WHEREAS, Patricia L. Smith began as executive director of OAR/Jefferson Area Community Corrections 25 years ago; and
WHEREAS, Patricia L. Smith influenced the development, implementation, and success of numerous criminal justice programs for Central Virginia, including the Charlottesville/Albemarle Drug Court, Central Virginia Restorative Justice Program, Local Probation Services, Pre- and Post-Incarceration Services, and Pretrial Services; and
WHEREAS, in 1998 Patricia L. Smith became the recipient of the Distinguished Service Award from the Virginia Community Criminal Justice Association and was named Director of the Year by the Association in 1999; and
WHEREAS, Patricia L. Smith served as president of the Virginia Community Criminal Justice Association and currently serves as chairman of numerous subcommittees within the association and as treasurer of the National Association of Pretrial Services Agencies; and
WHEREAS, Patricia L. Smith was designated one of the "Distinguished Dozen" for outstanding service to the community by local media in 2000 and received an award for Outstanding Service to Crime Victims from local crime victims advocates; and
WHEREAS, under the leadership of Patricia L. Smith, OAR/Jefferson Area Community Corrections collected more than $680,000 in restitution for crime victims and facilitated more than 111,000 hours of community service by offenders since 1997; and
WHEREAS, colleagues describe Patricia L. Smith as compassionate, diligent, and innovative in enhancing public safety by providing accountability for offenders and constructive alternatives to incarceration; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Patricia L. Smith on the occasion of her 25th anniversary of service to OAR/Jefferson Area Community Corrections; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Patricia L. Smith as an expression of the admiration and best wishes of the General Assembly.
