HOUSE JOINT RESOLUTION NO. 903
On the death of Phyllis C. Bailey.

WHEREAS, Phyllis C. Bailey of Roanoke, a volunteer lobbyist for the League of Women Voters of Virginia for 14 years, died on December 12, 2004; and

WHEREAS, Phyllis Bailey joined the Fairfax League of Women Voters in the late 1960s, then joined the local League in West Virginia, where she moved with her husband in the 1970s; and

WHEREAS, returning to Roanoke in the 1990s, Phyllis Bailey joined the local League and became a volunteer lobbyist for the League of Women Voters of Virginia; and

WHEREAS, representing a multi-issue organization, Phyllis Bailey was especially interested in reproductive rights and election laws; and

WHEREAS, Phyllis Bailey was well-known and widely respected in the halls of the General Assembly, and her intelligence, wit, and commitment will be missed by legislators and legislative staff on both sides of the aisle; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with sadness the loss of an effective, consistent, and respected advocate, Phyllis C. Bailey; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Phyllis C. Bailey as an expression of the high regard in which her memory is held by the members of the General Assembly.
