WHEREAS, the General Assembly finds it desirable to have access to Virginia passenger rail carrier "on-time" reliability statistics; and

WHEREAS, the statistics should include the percentage of time the trains do not arrive on-time at the station; and

WHEREAS, the statistics should also include the average length of delay; and

WHEREAS, the statistics should also include the reason for each delay; and

WHEREAS, Amtrak already compiles but does not have an agreement with the Commonwealth of Virginia to report officially this information; and

WHEREAS, Virginia Railway Express also compiles but does not have an agreement with the Commonwealth of Virginia to report officially this information; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That Amtrak and Virginia Railway Express be requested to report statistics on their "on-time" reliability.

Amtrak and Virginia Railway Express are requested to submit to the Department of Transportation, the chairman of the House Transportation Committee, the chairman of the Senate Transportation Committee and the Division of Legislative Automated Systems an executive summary and report responding to the request of this resolution no later than the first day of the 2006 Regular Session of the General Assembly. The executive summary and report are requested to be submitted for publication as a report document as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
