WHEREAS, Robert N. Baldwin, a native of Roanoke, received his bachelor of arts in political science in 1967 from the University of Richmond and his juris doctor in 1970 from the T.C. Williams School of Law at the University of Richmond; and
WHEREAS, after his graduation, Robert N. Baldwin served as instructor, assistant professor and assistant dean at the T.C. Williams School of Law at the University of Richmond; and
WHEREAS, Robert N. Baldwin served in the United States Army, achieved the rank of first lieutenant, received the Meritorious Service Medal, and was honorably discharged on May 26, 1972; and
WHEREAS, since his appointment as executive secretary to the Supreme Court of Virginia in January 1976, Robert N. Baldwin has had a great impact on the judicial system of the Commonwealth through his extraordinary efforts and stewardship in implementing a unified district court system, improving access to justice for all Virginians, and enhancing education and training for the judiciary and clerks of court; and
WHEREAS, Robert N. Baldwin has helped develop an automated system for the courts that is a national model; and
WHEREAS, the position of executive secretary demands skill, leadership, innovation, and diplomacy, and Robert N. Baldwin has provided valuable assistance and leadership in the development of an efficient, uniform, and accessible court system; and
WHEREAS, as president or member of dozens of local, regional, and statewide boards and committees, Robert N. Baldwin has used his position and office to address the challenges confronting Virginia's judicial system, resulting in national recognition; and
WHEREAS, Robert N. Baldwin has a national reputation as an outstanding state court administrator, twice receiving a presidential appointment to serve on the Board of the State Justice Institute, and serving as president of the Conference of State Court Administrators; and
WHEREAS, Robert N. Baldwin received the Albert L. Strum Award for Outstanding Public Administrator, the Distinguished Service Award from the National Center for State Courts, the Jury Management Award from the American Bar Association, the Warren E. Burger Award for Service in Judicial Administration, and the Virginia Social Science Association Award for Public Administration; and
WHEREAS, Robert N. Baldwin was selected as a Virginia Law Foundation Fellow and in January 2005 was selected by the Virginia Bar Association as the recipient of the William B. Spong Professionalism Award; and
WHEREAS, Robert N. Baldwin has announced his intention to retire in April 2005; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Robert N. Baldwin on the completion of an exemplary career of public service and wish him every happiness and success in his future endeavors; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Robert N. Baldwin as an expression of the admiration and gratitude of the General Assembly.
