Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 1-13.19:2 as follows:

§ 1-13.19:2. Person aggrieved; party aggrieved.

"Person aggrieved," "party aggrieved," or words of similar import used to determine who has standing to seek relief in a proceeding, includes any association whose members are individuals or any association whose members are associations of individuals where (i) any individual of any of those associations would otherwise have standing to sue in their own right; (ii) the interests the organization seeks to protect are germane to the organization's purpose; and (iii) neither the claim asserted nor the relief requested requires the participation in the proceeding of the individual members.
