Be it enacted by the General Assembly of Virginia:

1.  §1. Notwithstanding § 9.1-106, any locality which collects fees for deposit to the Regional Criminal Justice Academy Training Fund shall receive no less than the total amount of such fees collected during each fiscal year in financial support for the regional criminal justice training academy in which it participates.
