Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 15.2-1416.1 as follows:

§ 15.2-1416.1. Actions prior to convening of meeting.

During the time prior to the governing body's actual call to order or convening of business, any expressions by members of the governing body shall be held consistent with the individual's First Amendment right of freedom of speech.
