Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Article 3 of Chapter 12 of Title 46.2 a section numbered 46.2-1239.1 as follows:

§ 46.2-1239.1. Parking on entrance or exit ramps of controlled access highways; penalty.

No person shall park any motor vehicle, trailer, semitrailer, or combination of vehicles on or along any entrance or exit ramp of any controlled access highway. Any person convicted of violating any provision of this section shall be guilty of a Class 3 misdemeanor and, in addition, shall be assessed four driver demerit points.
