Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 9.1-914.1 as follows:

§ 9.1-914.1. Licensed professionals to give notice of registration to customers, clients or patients; penalty.

Any person (i) who is required to register and reregister under § 9.1-901; (ii) whose profession requires that he be licensed by the Commonwealth of Virginia to engage in the profession; and (iii) who on any occasion has or may have a customer, client or patient who is under the age of 18, or may reasonably be expected during the course of his profession to encounter or contact a person under the age of 18 shall, on and after January 1, 2006, provide verbal and written notice to each of his customers, clients or patients of any age that he is included in the Sex Offender and Crimes Against Minors Registry. Any such offender who fails to provide such notice is guilty of a Class 1 misdemeanor.

The Department of State Police shall develop a uniform procedure of notification of customers, clients or patients by the offenders who are the subject of this section. It shall be the responsibility of the appropriate licensing boards, commissions and agencies that issue professional licenses and oversee licensure of professionals to implement the procedure developed by the State Police.
