Be it enacted by the General Assembly of Virginia:

1.  That the fourth enactment of Chapter 429 of the Acts of Assembly of 1989, as amended by Chapter 756 of the Acts of Assembly of 1997, is amended and reenacted as follows:

4. That the provisions of this act shall expire for all tax years beginning on and after January 1, 2005 2009.
