050699292Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 30-18.1 as follows:
§ 30-18.1. Procedure of a House of Delegates or Senate Committee for consideration of continued legislation.
A. Each House of Delegates or Senate Committee having continued a bill or resolution from an even-numbered year to an odd-numbered year regular session shall conduct a hearing on each such carried-over bill or resolution by a date no later than June 30. At the hearing the chief patron shall be given a reasonable opportunity to address the merits of the pending legislation. The Committee, upon conclusion of all received testimony on the bill or resolution, shall determine whether additional information or testimony is required and, if so, shall appoint a subcommittee to conduct further study and research on the issues relating to the bills or resolutions under consideration. If no further information is needed by the Committee, the Committee shall take final action on the bill or resolution, such action being reported to the respective Clerk of the House of Delegates or Senate.
B. Upon the conclusion of the work of any subcommittee appointed in subsection A and receipt of its findings, the House of Delegates or Senate Committee shall conduct a final hearing on the bill or resolution. At this meeting, conducted no later than December 1, the chief patron shall be given a reasonable opportunity to address the findings of the subcommittee. Final action shall be taken on the pending bills and resolutions at this meeting of the Committee.
C. For purposes of this section "resolution" shall include a joint resolution, and "final action" shall include referral to another Committee. Nothing in this section shall limit the authority of the Committee from hearing such witnesses and receiving such testimony as the Committee deems necessary to resolve all issues before it.
