SUMMARY AS PASSED HOUSE: (all summaries)
Speedy trial. Provides that an arrest on an indictment, warrant, information or presentment is deemed to have occurred only when the summons or capias to answer the indictment, warrant, or information is served and executed on the accused, and that the lodging of a detainer does not constitute an arrest. The bill also provides for tolling of the speedy trial statute upon the occurrence of a natural disaster, civil disorder, or act of God.
