The class of persons eligible to be insured shall not include persons who would have been ineligible to donate blood in the 18 months prior to application for insurance according to the standards, requirements, or guidelines of the American Red Cross, and/or the U.S. Center for Disease Control.

The class of persons eligible to be insured shall not include persons who would be reimbursed for expenses related to the payment of abortions, provided that such exclusion of coverage shall not extend to the class of persons who would need medical treatment necessary to prevent the death of a pregnant woman.
