insert
Except as otherwise specifically directed by law or by joint resolution, the jurisdiction of JCOTS shall not extend to technology and science matters within the purview of the Rules Committees of Senate and House of Delegates or any statutory legislative commission, council, or other study entity. This provision shall not be construed to preclude JCOTS from providing assistance to such entities upon request.
