insert

any public safety officer of the Richmond Redevelopment and Housing Authority who meets the  minimum law-enforcement training requirements established by the Department of Criminal Justice Services for in-service training; any public safety officer of the Richmond Redevelopment and Housing Authority who has, as of July 1, 2005, been appointed a special conservator of the peace pursuant to Section 19.2-13 and upon the expiration of his appointment meets the minimum law-enforcement training requirements established by the Department of Criminal Justice Services for in-service training;
