SUMMARY AS INTRODUCED:

State cigarette tax. Increases the state cigarette tax from 2.5 cents per pack to 15 cents per pack, effective August 1, 2004. The bill also contains provisions allowing the Tax Commissioner to establish rules and guidelines for the transitional procedures relating to the increased tax rate.
