SUMMARY AS PASSED SENATE:

Study; Administrative and financial relationships between the Commonwealth and its institutions of higher education. Establishes a joint subcommittee to examine the issues and law relating to the feasibility and practicability of restructuring the administrative and financial relationships between the Commonwealth and its public institutions of higher education. The joint subcommittee must submit its findings and recommendations to the 2005 Session of the General Assembly.

SUMMARY AS INTRODUCED:

Administrative and financial relationships between the Commonwealth and its institutions of higher education; report. Establishes a 10-member joint subcommittee to examine the issues and law relating to the feasibility and practicability of restructuring the administrative and financial relationships between the Commonwealth and its public institutions of higher education. This resolution notes the high quality of Virginia's higher education institutions and the need to compete with colleges and universities nationally. Staff support to the joint subcommittee in its two-year study will be provided by the Senate Committee on Finance and the House Committee on Appropriations. Technical assistance will be provided by the Department of Human Resource Management, the Virginia Retirement System, the Department of Administration, the Department of Planning and Budget, State Treasurer, the State Council of Higher Education for Virginia, and the Department of General Services. The joint subcommittee must complete its meetings for the first year by November 30, 2004, and for the second year by November 30, 2005.
