SUMMARY AS PASSED SENATE: (all summaries)
Study; horse industry. Requests the Department of Agriculture and Consumer Services to study ways to enhance the economic development of Virginia's horse industry. The Commissioner of Agriculture and Consumer Services is required to create a task force composed of representatives of industry groups to assist the Department in its study. The Department's study may include, among other issues, an examination of the use tax, the application of sales tax on horses sold in Virginia to determine whether the breeding animal exemption should be expanded, zoning issues, the extent to which horses or horsemeat are exported to foreign markets for human consumption and the laws governing this practice, the impact of the loss of state funding on the Virginia Horse Center and the Virginia Horse Breeder Incentive Program, and the need for a state natural disaster plan, including the education and training of horse owners regarding preparation for disasters.
