SUMMARY AS PASSED:

Virginia Public Procurement Act; online auctions and the General Services Administration. Adds online public auctions and the United States General Services Administration (GSA) as procurement sources available to public bodies. The bill also provides that state public bodies may purchase telecommunications and information technology goods and nonprofessional services from any contract maintained by GSA upon the approval of the Chief Information Officer. This bill is identical to House Bill 470.

SUMMARY AS PASSED SENATE:

Virginia Public Procurement Act; online auctions; cooperative procurement. Provides that, with the exception of bulk purchases of commodities used in road and highway construction, online public auctions may be used by public bodies as a method of procurement. The bill also authorizes (i) public bodies to enter into cooperative procurement agreements with the United States General Services Administration (GSA), and (ii) state entities, with the approval of the Chief Information Officer, to purchase telecommunications and information technology goods and nonprofessional services from a specified GSA contract for such goods and services. This bill is identical to HB 470.
