SUMMARY AS INTRODUCED:

Study; child support enforcement; report. Directs the Joint Legislative Audit and Review Commission to study the Commonwealth's child support enforcement practices. The Joint Legislative Audit and Review Commission shall examine, among other things deemed relevant, the management of the state and local child support enforcement offices, their enforcement and accounting practices, and the high proportion of African Americans in the enforcement base.

The Joint Legislative and Audit Commission shall complete its meetings for the first year by November 30, 2004, and for the second year by November 30, 2005, and the Chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the next Regular Session of the General Assembly for each year.
