SUMMARY AS INTRODUCED:

Study; Medicaid nonemergency transportation services. Directs the Joint Commission on Health Care to study the current provision of brokered nonemergency transportation for Medicaid recipients through the Logisticare contract. The Joint Commission shall examine the previous pilot program in far southwest Virginia and the efforts by states similar to Virginia to provide cost-effective Medicaid transportation. The Joint Commission shall make legislative, regulatory, policy, or administrative recommendations that would result in a nonemergency transportation service that is brokered more effectively and responsively, for the benefit of Medicaid recipients, their families, other service providers, and taxpayers. In conducting this study, the Joint Commission shall solicit input from recipients, family members, and providers of transportation and other Medicaid services. The Joint Commission on Health Care shall complete its meetings by November 30, 2004, and the Chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2005 Regular Session of the General Assembly.
