SUMMARY AS INTRODUCED:
High-occupancy vehicle (HOV) lanes; tolls. Provides that any and all HOV lanes or other HOV facilities designated, constructed, contracted for, or opened to traffic on or after July 1, 2004, will be subject to an electronically collected toll. These facilities become toll-free upon the retirement of any and all bonds, notes, certificates, or other evidences of debt issued in order to cover any portion of the cost of the facility.
