HB 866 Learner's permit; issuance to youthful drivers upon certification by foster parent.

SUMMARY AS INTRODUCED:

Youthful drivers. Allows foster parents of persons less than 18 years old to certify that they have driven for 40 hours or more, with at least 10 of those hours being at night. Presently, such certification must be made by the applicant's parent or legal guardian.
