SUMMARY AS INTRODUCED:
Withholding visitation or custody of a child. Raises the penalties for withholding visitation or custody of a child, in contravention of a court order, when the child is within the Commonwealth. The bill also provides for affirmative defenses to the charge and provides that no court shall find a person in contempt who is convicted of withholding visitation and custody.
