SUMMARY AS INTRODUCED:
Computation of composite index; population density. Requires the General Assembly to modify the current Standards of Quality (SOQ) funding formula and calculation of composite index of local ability-to-pay to apply a population density adjustment to the composite index to address the reduction in the ability to pay for education in those localities ranked at or above the 67th percentile of population density in the Commonwealth. After the application of such population density adjustment, the local share shall not exceed 0.8000 of the total costs of providing such educational program.
This measure reflects certain recommendations included in the Joint Legislative Audit and Review Commission (JLARC) Review on Elementary and Secondary School Funding (February 2002).
