SUMMARY AS INTRODUCED:

Local business taxes; written opinions of State Tax Commissioner. Authorizes the State Tax Commissioner to issue written opinions regarding machinery and tools tax, business tangible personal property tax, and merchant's capital tax and the administration of such taxes prior to the filing of an appeal.
