SUMMARY AS INTRODUCED:
Traffic lights. Provides that drivers of vehicles approaching an intersection controlled by traffic lights that are dark because of power failures or similar causes shall proceed as though the intersection were controlled by all-way stop signs. The provisions of this section do not apply to intersections controlled by traffic lights displaying flashing red or flashing amber signals.
