SENATE JOINT RESOLUTION NO. 179
Commending Officer Richard A. Schugeld.

WHEREAS, on March 20, 2004, the Woman's Club of Williamsburg will sponsor the Police Officer and Firefighter of the Year Awards; and

WHEREAS, among the honorees is Officer Richard A. Schugeld of the James City County Police Department; and

WHEREAS, Officer Schugeld serves as patrol officer and field training officer and is a member of the department's SWAT team, which required more than 200 hours of tactical and specialized weapons training; and

WHEREAS, Officer Schugeld trains new recruits and several auxiliary officers and is in charge of the department's Explorer program, where he devotes substantial time and energy in the training and activities of the young people in the program; and

WHEREAS, despite his busy schedule, Officer Schugeld has maintained a matchless level of productivity in the department and is well above the shift average in all measured categories of productivity; and

WHEREAS, Officer Schugeld accomplished all of his assigned missions and tasks in an exemplary manner and has never experienced a citizen complaint concerning his performance; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Officer Richard A. Schugeld for his outstanding service to the James City County Police Department; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Officer Richard A. Schugeld as an expression of the congratulations and best wishes of the General Assembly.
