SENATE JOINT RESOLUTION NO. 165
Commending Richard C. Thoesen.

WHEREAS, Richard C. Thoesen, a resident of Herndon since 1974, has served the citizens of Herndon and Fairfax County in a variety of roles since the early 1980s; and

WHEREAS, a former captain in the United States Army and a veteran of service in Vietnam, Richard Thoesen holds bachelor's and master's degrees in engineering and is deputy general manager of the Loudoun County Sanitation Authority; and

WHEREAS, first elected to the Herndon Town Council in 1982, Richard Thoesen was mayor of Herndon from 1984 to 1990 and vice mayor from 1994 to 2000; and

WHEREAS, in 2002, Richard Thoesen successfully ran for mayor again and was elected for the 2002–2004 term; and

WHEREAS, Richard Thoesen also serves as the Dranesville District representative to the Fairfax County Park Authority and chairs the Cultural Arts Center committee, appointed by the Herndon Town Council to recommend a site and design plan for the center; and

WHEREAS, Richard Thoesen has served as member and chairman of the Board of Zoning Appeals, is a former commissioner of the Northern Virginia Planning District Commission, and is a former member of the Fairfax County Athletic Council; and

WHEREAS, for more than 20 years, Richard Thoesen has served the citizens of Herndon and Fairfax County with admirable skill and dedication; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Richard C. Thoesen for his exceptional and ongoing service to the Herndon community; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Richard C. Thoesen as an expression of the admiration, respect, and gratitude of the General Assembly.
