WHEREAS, Michael M. Foreman, who has served the citizens of Winchester and Frederick County as Clerk of the Circuit Court of the City of Winchester since 1975, retired on December 31, 2003; and

WHEREAS, a native of Winchester and a graduate of John Handley High School, Michael Foreman earned his undergraduate degree from the University of Richmond, where he was a member of Phi Beta Kappa and Omicron Delta Kappa; and

WHEREAS, after receiving a master's degree from the University of Virginia, Michael Foreman taught history and government at John Handley High School and later became assistant principal; and

WHEREAS, in addition to his 28 years of distinguished service as Clerk of the Circuit Court, Michael Foreman served as a member of the Winchester City Council from 1972 to 1975, has been a member of the Winchester Rotary Club since 1971 and served as president from 1978 to 1979, and is a lifetime member of the Winchester-Frederick County Historical Society, which he also served as president from 1985 to 1987; and

WHEREAS, as Clerk, Michael Foreman has earned the respect and gratitude of attorneys, jurors, litigants, and the general public for his skills as Clerk and his abilities as manager of the Clerk's office, which is run with uncommon efficiency and deference to the needs of the community; and

WHEREAS, Michael Foreman and his staff have earned their enviable reputation for being capable, experienced, and courteous public servants; and

WHEREAS, in recognition of his service to the community, Michael Foreman has been the recipient of Outstanding Young Educator awards from the Winchester and Virginia Jaycees, a Distinguished Service Award from the Virginia Education Association, a Paul Harris Fellow from Rotary International, the Eddie Manuel Service Award from the High School Athletic Association, and a Distinguished Service Award from the Supreme Court of Virginia; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Michael M. Foreman on the completion of an exemplary career of service to the citizens of Winchester and Frederick County; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Michael M. Foreman as an expression of the admiration, respect, and gratitude of the General Assembly.
