2004 SESSION
Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Chapter 18 of Title 22.1 a section numbered 22.1-345.1 as follows:
§ 22.1-345.1. Parenting programs.
With such funds as may be made available for such purpose, the Department of Correctional Education may arrange for noncustodial parent offenders committed to the custody of the Department of Corrections to participate in pre-release parenting programs that include parenting skills training and anger management. The programs shall be administered by the Department of Correctional Education either directly or by contract and shall include integration with transitional programs and such other programs for offenders as may be appropriate. The Department of Correctional Education shall be responsible for screening individuals for such programs. Individuals may be required to establish, reestablish, or maintain family ties and communications in order to continue to participate in the programs. A pre-release parenting program may be part of an offender's treatment program.
2. That the provisions of this act shall not become effective unless an appropriation of general funds effectuating the purposes of this act is included in the general appropriation act for the period July 1, 2004, through June 30, 2006, passed during the 2004 Session of the General Assembly and signed into law by the Governor.
