Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding sections numbered 1-13.13:1 and 13.25:1 as follows:

§ 1-13.13:1. Nonlegislative citizen members.

"Nonlegislative citizen member" means any natural person who is not a member of the General Assembly of Virginia.

§ 1-13.25:1. Senate Committee on Privileges and Elections.

"Senate Committee on Privileges and Elections," whenever the Committee is referred to as an appointing authority, means the Senate Committee designated under the Rules of the Senate to make Senate appointments to study committees and commissions.

[ 2. That this act shall not be construed to affect existing appointments for which the terms have not expired. However, any new appointments or appointments to fill vacancies made after the effective date of this act shall be made in accordance with the provisions of this act.

3. That an emergency exists and this act is in force from its passage. ]
