Be it enacted by the General Assembly of Virginia:

1. § 1. That the Treasury Board shall not issue any bonds authorized under Chapters 827 and 859 of the Acts of Assembly of 2002, the "Commonwealth of Virginia Educational Facilities Bond Act of 2002," in the period beginning July 1, 2004, and ending midnight on June 30, 2005. For purposes of this section, the term "bonds" shall not include refunding bonds, refunding bond anticipation notes, or other debt instruments to refund bonds or notes outstanding as of June 30, 2004.
