AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend the Code of Virginia by adding sections numbered 2.2-207.1, 2.2-207.2, 37.1-207.1 and 37.1-207.2, regarding the review of job training and drug treatment programs; performance-based budgeting.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding sections numbered 2.2-207.1, 2.2-207.2, 37.1-207.1 and 37.1-207.2 as follows:

§ 2.2-207.1. Review of state agency job training programs.

A. On or before December 1, 2005, the Council shall conduct a comprehensive review identifying for each agency in the executive branch of state government (i) the job training program the agency administers; (ii) the program's objectives including the high-quality outcome measures for each program objective; (iii) program actions to achieve the objectives; and (iv) the estimated costs necessary to implement the program objectives.

B. Beginning in 2006, the Council shall report annually by December 1 of each year to the Secretary of Finance, and the Chairs of the House Committee on Appropriations and the Senate Committee on Finance the following information for each agency-administered job training program: (i) the amount of funding expended under such program for the prior fiscal year; (ii) the number of individuals served by the program using that funding; (iii) the extent to which program objectives have been accomplished as reflected by an evaluation of the high-quality outcome measures; and (iv) how effectiveness could be improved.

§ 2.2-207.2. Council recommendations on agency-administered job training programs; performance-based budgeting provisions.

A. The Council shall develop a standard format providing a summary comparison of the per person costs for each program, a comparative rating of each program based on success in meeting program objectives, and an explanation of the extent to which an individual agency's appropriation requests incorporate the data reflected in the summary cost comparison and the comparative rating. Such explanation shall specify whether the agency proposes proportionately more or less funding for a given job training program, and describe how the comparative rating and summary cost comparison affected that proposal.

B. Beginning in 2006, the Council shall compile the summary comparisons described in subsection A and report annually by December 1 to the Governor and the General Assembly identifying the most effective job training programs, based on a combination of per person costs and success in meeting program objectives, and recommending the redirection of program funding on that basis.

§ 37.1-207.1. Review of state agency drug treatment programs.

A. On or before December 1, 2005, the Council shall prepare a comprehensive review identifying for each agency in the executive branch of state government (i) the drug treatment program the agency administers; (ii) the program's objectives including the high quality outcome measures for each program objective; (iii) program actions to achieve the objectives; and (iv) the estimated costs necessary to implement the program actions.

B. Beginning in 2006, the Council shall report annually by December 1 of each year to the Secretary of Finance, and the Chairs of the House Committee on Appropriations and the Senate Committee on Finance the following information for each agency-administered drug treatment program: (i) the amount of funding expended under such program for the prior fiscal year; (ii) the number of individuals served by the program using that funding; (iii) the extent to which program objectives have been accomplished as reflected by an evaluation of the high quality outcome measures; and (iv) how effectiveness could be improved.
