045475784Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Article 1 of Chapter 11 of Title 2.2 a section numbered 2.2-1102.1 as follows:
§ 2.2-1102.1. Asset management review.
The Department shall conduct a biennial survey, beginning in December 2004, of asset needs for each state agency, including but not limited to real property, office space, vehicles, and equipment. The results of the survey shall be used by the Department to identify (i) unneeded or excess assets, (ii) opportunities for enhanced use leasing, and (iii) opportunities for consolidation of properties. The Department may take appropriate action to ensure that the asset needs for each state agency are proper and cost effective including entering into leasing arrangements or divesture contracts. For purposes of this section, " state agency" means any authority, board, department, instrumentality, institution, agency or other unit of state government in the executive branch. The term shall not include any county, city or town or any local or regional governmental authority.
