2004 SESSION
042258420WHEREAS, under a mutual aid agreement, James City County provides emergency medical transportation and fire-fighting services to Charles City County, and must use the Barrett's Ferry Bridge in the delivery of these important services; and
WHEREAS, the Commonwealth has designated Virginia Route 5 as a scenic highway, and the celebration of the settlement at Jamestown in 2007 will bring increased travel to the area; and
WHEREAS, many of the residents of Charles City County work in the Peninsula area, and residents of that area travel to Charles City County to work in its government offices, schools, and other places of employment; and
WHEREAS, the Barrett's Ferry Bridge was completed in 1939 and, despite the numerous repairs to its components, such as truss members damaged by over-weight vehicles, replacement of rotted timbers, repairs to the swing span and mechanical equipment, increasing delays, sometimes several hours long, are being caused by chronic problems with opening and closing the swing span; and
WHEREAS, the Virginia Department of Transportation (VDOT) has given the Barrett's Ferry Bridge a sufficiency rating of 6.0 out of a possible 100, and has determined that another electrical failure could leave the bridge without power and require auxiliary power and flagman traffic control for any span openings; and
WHEREAS, the citizens of Charles City County and the Charles City County Board of Supervisors have urged VDOT to replace the Barrett's Ferry Bridge; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Commonwealth Transportation Board be hereby memorialized to include replacement of the Barrett's Ferry Bridge in Charles City County as a priority project in the Commonwealth's Transportation Improvement Plan; and, be it
RESOLVED FURTHER, That copies of this resolution be transmitted to the Virginia Secretary of Transportation, the Commonwealth Transportation Commissioner, and the other members of the Commonwealth Transportation Board.
