2004 SESSION
WHEREAS, Melvin C. Snodgrass, a native of the Washington County community of Hayter's Gap, has for many years worked to improve the lives of his fellow citizens; and
WHEREAS, a farmer, blacksmith, woodworker, and magistrate, Melvin Snodgrass was one of three members of the Hayter's Gap community who founded the Hayter's Gap Community Center in 1963; and
WHEREAS, renamed the Progressive Community Club in 1965, the organization initiated programs to assist needy members of the community including the Neighborhood Youth Corps, a carpentry and welding shop, sewing classes, and home counselors; and
WHEREAS, the organization, now called People, Inc., expanded its programs with help from a federal grant to include all of Washington County, and throughout this growth, Melvin Snodgrass remained an active member, serving for many years as treasurer; and
WHEREAS, Melvin Snodgrass was instrumental in the establishment of a fire department and rescue squad in Hayter's Gap, working to secure citizen and government support, equipment, land, and a building; and
WHEREAS, in 1993 the Hayter's Gap Elementary School closed and Melvin Snodgrass led the effort to convert the school into a community center, where he continues to serve on the board and as center coordinator; and
WHEREAS, throughout his adult life, Melvin Snodgrass has demonstrated remarkable generosity, devotion, and affection for his friends and neighbors in Hayter's Gap and Washington County; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Melvin C. Snodgrass for his lifetime of community service; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Melvin C. Snodgrass as an expression of the admiration, respect, and gratitude of the General Assembly.
