WHEREAS, on September 18, 2003, Hurricane Isabel covered Virginia with drenching rain and winds of up to 100 mph, uprooting trees from already sodden ground, bringing down limbs, and causing outages for more than one million Dominion Virginia Power customers; and

WHEREAS, by early evening of September 18th, nearly half of Dominion's 2.2 million electric customers were without power from northeastern North Carolina through Tidewater and up into Central and Northern Virginia; and

WHEREAS, in anticipation of Hurricane Isabel's effects, Dominion Virginia Power assembled a workforce of 7,000, including line crews, contractors and tree-trimmers, and stationed them throughout the company's service area, ready to respond once the storm had passed; and

WHEREAS, a key component of this workforce were crews from partner power companies across the continent, who worked hand-in-hand with Dominion crews to restore electrical service as quickly as possible amidst the devastation caused by Hurricane Isabel; and

WHEREAS, after the storm, when the tremendous scope of the damage became clear, still more companies offered their assistance in the massive clean-up effort that ensued; and

WHEREAS, among these partner companies was Alabama Power Company of Birmingham, which provided vitally needed assistance to Dominion Virginia Power's restoration efforts; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Alabama Power Company and its dedicated employees for their generous assistance to Virginians in their hour of need; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Charles D. McCrary, chairman, president, and chief executive officer of Alabama Power Company, as an expression of the General Assembly's admiration and gratitude.
