WHEREAS, Ray C. Goodwin, who has served the citizens of the Commonwealth with distinction for more than 40 years, will retire on March 31, 2004; and

WHEREAS, Ray Goodwin began his career as a social worker with the Fairfax County Department of Social Services and was later appointed director of the Arlington County Social Services Division, where he served until joining the Virginia Department of Social Services; and

WHEREAS, Ray Goodwin has served the Virginia Department of Social Services with diligence and dedication in a variety of positions, including Acting Commissioner; and

WHEREAS, Ray Goodwin's efforts have had a positive impact on the lives of countless Virginians, and he has rendered honorable and faithful service throughout his career; and

WHEREAS, following his retirement, Ray Goodwin will continue to assist the current Commissioner of Social Services with special projects on a part-time basis; and

WHEREAS, throughout his 40 years of service to the Commonwealth, Ray Goodwin has established an enviable record of achievement and dedication to public service; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Ray C. Goodwin on the completion of an exemplary career of service to the citizens of the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Ray C. Goodwin as an expression of the General Assembly's gratitude for his contributions to Virginia and best wishes for a long and fulfilling retirement.
